Speed Limit 12

OK ,why'd I take this you may ask? It makes me wonder, How'd they come up with 12 mph. It is at the St.Louis North Chrysler facility. Maybe someone flew through here at 14 and caused lots of havoc. Possibly 2 people in charge of deciding the speed limit, and a huge argument ensued- 15 I say, The other one say's no, 10 DAMMIT. After quite a brawl, they decided a compromise was in order. I guess I put way too much thought into a silly little thing like a 12 mile per hour speed limit.
